MI Legislative Update August 17, 2007

Special Purpose Arts Liquor Licence: Senate Bill 20/House Bill 4438

This bill will provide arts and cultural clients of the MCACA with sixty liquor licenses for the purposes of beer and wine consumption for no more that 24 two-day events. Both the Senate and the House versions of the bill will come before their respective committees in the coming months.

Nonresident Entertainer and Athlete Taxes: Senate Bill 399
Will designate the amount of income tax paid by nonresident entertainers and athletes to be appropriated each year to the Department of History, Arts and Libraries to fund the Michigan Council for Arts and Cultural Affairs. This bill is still in committee and will be worked on in the months following the budget deal.

This is an already-existing tax. The legislation would define the destination of the revenue.

Cultural Redevelopment Districts: Not yet introduced
This Act would set up a special authority made up of arts and culture advocates and economic development experts to designate Cultural Redevelopment Districts throughout the state. Each designated district would have access to different tax credit incentives that would specifically serve their economic redevelopment plan.
